What is the goal of the MIPS program?

Answer:

This program consolidates the Physician Quality Reporting System (PQRS), Value-based Modifier (VM), and Meaningful Use of Certified Health Record Technology (CEHRT) and creates four performance categories:

• Quality (formerly PQRS)
• Resource Use (formerly VM)
• Advancing Care Information (formerly Meaningful Use)
• Clinical Practice Improvement Activities (CPIAs)

CMS creates a composite performance score (CPS) that ranges from 0 to 100 out of the data reported in each of the above four categories, each with varying weights of impact on the final score. This will be compared against a MIPS performance threshold value determined by CMS. A CPS above or below the threshold yields a payment adjustment of +/- 4 percent in 2019, based on 2017 data.
